The Permit/SIMS Desk Reference provides the necessary information, including standard operating procedures (SOPs), forms and references, to complete a permit application review and input data into SIMS correctly. We are continuing to apply Lean principles to improve the way we do business, so please check here regularly for the most updated permit application related documents, including templates and forms.

Program Specific SOPs
CPPU receives most permit applications for the Department.
Pursuant to section 22a-6o of the Connecticut General Statutes (CGS), no person may act under a Department of Energy and Environmental Protection (DEEP) license issued to someone else unless such license has been transferred to such a person.
Section 22a-6h of the Connecticut General Statutes requires the Commissioner to publish, at the applicants' expense, a notice of tentative determination for certain individual permit applications. Please note that General Permits are public noticed at the department's expense.
The Office of Adjudications conducts hearings to resolve cases involving permit applications, appeals of enforcement orders or appeals of licensing decisions, including the suspension and revocation of licenses issued by the Department of Energy and Environmental Protection (DEEP). We have a variety of standard internal use templates for processing applications/registrations as described below:
- Individual application template and instructions
- General permit templates, registration, and instructions
- Letter templates used during application processing such as requests for additional information, insufficiency, sufficiency, denial, permit not required, rejection, revocation, surrender, withdrawal
- License transfer approval template letter, confirmation of closing
- Public Notice Templates: NTD hearing to be held, NTD intent to waive hearing, NTD no hearing required, NTD opportunity to file petition
- Public notice template letters: cover letter to graystone, public notice fee letter and worksheet
The purpose of these templates is to provide consistency across the agency. As necessary, each Bureau/Division/Program will "customize" these templates with its program-specific language and make those program level templates available to appropriate staff. However, for consistency, please include the standard template language.

Notice of Expiration | SIMS generates these notices to permittees for renewal of license |
Certificate of Registration | SIMS generates these for proof of registration typically under a general permit |
